Facilities and concessions in Madhya Pradesh

2. Reservation

(a) In Government job: The latest instructions of General Administrative Department meant for reservations of posts for persons with disabilities in Government and Public Sector jobs are as follows :

- In Government jobs there is 6% reservation in 100 point roster for Class II, Class III, and Class IV category for direct recruitment for persons with disabilities :

The inter se reservation for visual, orthopaedic and hearing speech impaired persons is maintained @ 2% for each.

Caner post: The State Government has decided to create one post of caner in all those offices having 500 chairs or more. These posts are reserved for visually impaired persons only.

b) In ITIs - 3% seats are reserved for physically handicapped students in ITIs.

c) In Enginering and Polytechnic Colleges: 2 seats are reserved in each State Engineering College and Polytechnic College for the disabled students. This reservation is over and above the sanctioned intake capacity. Candidates claiming admission against these seats are required to produce eligibility certificate from District. Medical Board and Superintend. Rehabilitation Centre for P.H., Napier Town, Jabalpur, M.P. 3% reservation of seats in hostels run by Government in educational and / or training institutes (where such hostel facilities exists).

3. Age relaxation

The upper age limit is relaxed by 10 years for disabled persons for applying in Government jobs.

4. Scholarship / Stipend

(a) The State Government awards scholarship to those disabled students whose parents income is less than Rupees 2000 per month at the following rate:

(Free books are also supplied to them for those whose family income is Rupees 750 per month).

(b) The former Central Sector Scheme of Scholarships for various sections is now being operated by the state government as follows :

5. Disability / Social Security pension

Persons with disabilities above the age of 65 years get disability pension @ Rupees 150 per month.

Destitute children with disabilities at the age of 14 years or more get social security pension @ Rupees 150per month.

Children between 6 to 14 years who are enrolled in schools and whose family lives below the poverty line get social security pension @ Rupees 150 per month.

6. Conveyance allowance

Disabled persons get 5% of the basic with a minimum of Rupees 50 and a max. of Rupees 100 per month as conveyance allowance for commuting to office.

7. Bus concession

Visually impaired persons get 75% concession in fare in state level transport buses.
Locomotor impaired persons get 75% concession in fare in state level transport buses, if the person is travelling alone. In case of the escort, 100 per cent concession is given to the impaired person, while there is no concession for the escort.

8. Assistance for self-employment

The disabled persons get assistance for self-employment. For details, please refer `Key References' at Appendix-A.

9. Awards / Sports / Seminars

Institutions, individuals and Government employees get award for excellent work done in the field of disability & rehabilitation. (Two awards are given, each for visually impaired, hearing impaired and locomotor impaired employees).

10. Exemption in professional tax/road tax

Employees with disability are exempted from paying professional tax and road tax for vehicles.

11. Assistance for purchase of aids and appliances

Financial assistance is provided to person with disabilities for the purchase of and/or fitting of artificial limbs and various assistive/educational aids and appliances.

12. Other concessions / facilities

  • Bonus marks in competitive exams: Persons with disability get 10% bonus marks in competitive exams.
  • Blind students can be provided writers in the examination.
  • Blind, speech & hearing disabled get exemption in exam fee in higher secondary exams.
  • A braille press has been established at Bilaspur to supply Braille to blind free of cost.
  • Persons with disability employed in Government job get free medical treatment.
  • Free books are given to the blind.
  • Disabled persons are exempted from Typing test for the post of LDC, subject to production of medical certificate about his/her inability to learn typing.
  • 10% grace marks are given to disabled persons for appointment in Gr.'III' (Typist) and Gr.’IV’ services.
  • Leprosy cured persons are given Rupees 300 per month as maintenance allowance through Voluntary Organisations.
  • Blind persons are exempted from registration, application fees etc. in Government jobs.
  • Blind persons get travelling allowance for attending interviews.
