- To The honorable Director National Association for the blind New Delhi Respected Sir, NGONet is a nonprofit organization (NGO) working on social issues since 2002. Recently a blind government employee approached me for proper suggestion and necessary help from me. In this case I would like to clarify some doubts from you. A Government employee who is working in a government department from last 27 years. Recently he lost his eyes in an accident and now completely blind. He is unable to go to the office due to his blindness. Every day he tries to go to the office with the help of his wife. Because of his blindness sometimes he faced accidental situations while going to office on heavy traffic roads. In some situations he also gets severally injured with blood in his home at night times for moving to toilets. Now let us the come to his problem. Several times he injured in house due to his blindness. In such situations he cannot move to the office. Or in normal situations he goes to his duties with the help of his wife. Because of his 100% blindness his wife must spend through the day with him. But the office staff are treating himself and their family as slaves. Their harassment is crossing limits. Even for generating his monthly salary bills, preparing any beneficial documents they are asking bribe or harassing his wife in some unsocial manner. He has a wife with two unmarried daughters. He has 3 years 4 months left for his superannuation. In this situation he & his family approached me for suitable solution or suggestion. I am unaware of Government acts. But difficultly I found the Act “The Persons with Disabilities (Equal Opportunities, Protection of Rights, and Full Participation) Act, 1995” and found some suitable section 47 of Act 1995. But I don’t know how to implement them. I strongly pressing you please suggest in this situation what he has to do? Please provide a suitable solution for him. 1. Is it possible to him to give voluntary retirement for his job and hence one of his daughters gets this job at the same time he and his wife gets pension? 2. Can he send his daughter to perform his duties on behalf of him? In this situation if office staff are harassing his daughter, hence what she has to do? 3. Can he appoint another male person from outside of the family to attend to the office along with him? 4. Is there any option to get his salary without going to office? Because his daughter is going to marry in next month hence she can not go. 5. Is there any solution to stop the harassment from office staff? 6. Any special benefits from the Government for the 100% blind people. We are looking for your positive response hence, one family can be survived through you. Thanking You CEO, NGONet
