Facilities and concessions in Andhra Pradesh

Andhra Pradesh Vikalagula Cooperative Corporation was set up in the year 1981 in the international year of the disabled to look after the welfare of the disabled. A separate directorate for the welfare of the disabled came into existence in 1983. These two organisations are working for the betterment of the disabled in the State.

1. Concerned officer

2. Reservation

(a) In Government job : In Gr`C' and `D' posts under the Government, reservation are provided in direct recruitment for physically disabled persons as indicated below:

(b) In Educational Institutions:

  • 2% seats are reserved in I.T.I's
  • 3% seats are reserved in Government B.Ed. colleges and T.T.C's
  • 1% each in 3 regions of the Engineering Colleges of state of A.P.
  • 1/4% in MBBS course

(c) In Fair Price Shop:

  • 3% reservation is given to PH persons in allotment of fair price shop by Civil Supply Department. Priority is given to P.H persons in sanction of ration card.

(d) In Housing Board:

  • 2% quota in the houses constructed by the A.P Housing Board is reserved for disabled persons under hire purchase scheme. The disabled beneficiaries are allowed to pay the contribution for allotment of houses in instalments.

3. Age relaxation

The upper age limit is relaxed by 10 years for disabled persons for applying in Government jobs.

4. Scholarship/stipend

The state Government awards scholarship to the disabled students (OH/VH/HH) at the following rate:

In addition, the OH students who are severely disabled, are also eligible for Rupees 50 per month and Rupees 25 p.m. towards Conveyance Allowance and Prosthetic / Orthotic Maintenance Allowance respectively. Further, the VH students are also eligible for an amount of Rupees 50, 75 & 100 per monthtowards reader allowance as per the Courses / Classes (as the case may be).

5. Disability pension

The State Government has sanctioned disability pension @ Rupees 75 P.M to disabled irrespective of age.

6. Unemployment allowance

Rupees 50P.M is offered to unemployed disabled persons in the age group of 18 to 60 years and to those whose two limbs are deformed and whose annual income is less than Rupees 12,000 p.a.

7. Conveyance allowance

The State Government have been allowing conveyance allowance to their employees who are totally blind or Orthopaedically Handicapped, at the rate of 10% of basic pay subject to a maximum of Rupees 175. The same concession is also applicable to the employees working in the Public Sector Undertakings, State Electricity Board and Universities.

8. Bus Concession

The disabled persons are entitled to free bus journey in the city and in the suburban buses with escorts. In other buses they get 50% concession.

9. Economic assistance for self-employment

(a) Loan amount upto Rupees 3,000 with subsidy are provided to the disabled persons for opening a stall. An advance of Rupees 500 is also provided for the opening a booth and nominal rates are charged afterwards.

(b) Subsidy on loan: Free grant upto Rupees 3000 with subsidy to an extent of 30% is given. On direct loans the subsidy rate is 50%. When banks come forward to sanction loan, they will be sanctioned subsidy out of this scheme.

(c) Implementation of 3% reservation in selection of beneficiaries for self-employment in IRDP schemes.

(d) Loans available to disabled persons at differential rate of interest from State Financial Corporation and other Financial Institutions.

10. Concession/grace time in exams

Grace time of 30 minutes is given to the blind in all exams upto Secondary Level. They are also exempted from drawing diagrams and location of diagrams; language exemption is available for deaf.

11. Incentive for marrying a disabled

An incentive of Rupees 3,000 is offered to normal person for marrying a disabled person.

12. Exemption in professional tax/road tax

Professional tax exemption is available to completely blind and to disabled persons.

13. Assistance for purchase of aids and appliances

Free aids and appliances are given to those disabled persons whose parent's annual income is not more than Rupees 14,400 . 50% concession is given to those disabled person whose parent’s annual income is between Rupees 14,000 to Rupees 30,000 .

14. Reader's charges to visually disabled students

Visually disabled students who are appearing privately in the following courses are paid Reader charges at the following rate:

15. Supply of nationalised text book to prematric students

Nationalised text books are supplied to the disabled students of prematric classes.

16. Supply of note books to hostel inmates

Note books and Braille Sheets are being supplied to the disabled inmates on free of cost.

17. Supply of books and instruments to I.T.I. and polytechnic students

The Polytechnic and ITI students are being sanctioned financial assistance towards purchase of essential text books and instruments. An amount of Rupees 80 per student is sanctioned to I T I students and from Rupees 103 to Rupees 549 per annum to Polytechnic students depending upon the course.

18. Coaching for typewriting and shorthand examination and other competitive examinations

Sanctioning financial assistance to those disabled persons who undergo coaching for typewriting and shorthand examinations in private institutions recognised by Government under the scheme. The rates of financial assistance are as follows:

19. Supply of musical instruments to professionals

Financial assistance not exceeding Rupees 1,000 is being sanctioned to each disabled student professional towards purchase of musical instruments.

20. International Day of the disabled

As per the resolutions made by the U.N.O., the 3rd day of December is declared as International Day of the disabled. Since 1995, every year the 3rd day of December is being observed as International day of disabled. Government releasing amounts every year for celebration of the International Day of disabled.

21. Discretionary grants

Government releasing amounts to the districts in Andhra Pradesh every year towards celebration of birth day of Louis Braille and White Cane Day.

22. Braille Press

Under this scheme, the Andhra Pradesh Viklangula Co-operative Corporation, Hyderabad prints and supplies the Braille books to school going visually disabled students from Ist Class to 10th Class.

23. Language exemption to deaf students upto S.S.C.

The Government of Andhra Pradesh has permitted the Deaf Children in schools to study only one language and appear for S.S.C Public examination with only one language through G.O.Ns.No.198, Education (Examinations.1) Deptt., dt. 18-8-1987.

24. Awarding of first or second division to the deaf candidates who have been exempted from apprentice two Languages in S.S.C public examinations

The concession provided by the Government to Deaf Children who appear for S.S.C examination with exemption of IInd and IIIrd language papers and appearing to Ist and non-languages papers shall also be awarded Ist, IInd and IIIrd Divisions according to marks secured by the Deaf students in four subjects in the S.S.C public examination through G.O.Rt.No.1161, Edn. Education (Exams) department, dated: 24-6-1992.

25. Other facilities

(i) Hostel facility: Handicapped students are provided free boarding and lodging facility at the rate of not exceeding Rupees 210 per month Inmates are paid Rupees 100 per annum for clothing. Diet charges of Rupees 240 per month is also provided to the adults in Government Homes for physically disabled. Cosmetic allowance @ Rupees 10 per month for Boys/Men and Rupees 17 P.M for Girls/Women is being paid.

(ii) Relaxation of age for admission in ITIs': 10 years of age relaxation is given for the disabled students for admission in ITIs.

(iii) Financial assistance to law graduates: An amount of Rupees 1700 is given to the disabled law graduates for enrolment in Bar Council. Financial assistance for purchase of books is also given to them.

(iv) Free tape recorder is given to the blind students and cassettes on loan basis duly enrolling the students in sound library as per the guidelines worked out from time to time.

(v) Readers allowance available for visually disabled lecturers and teachers on slab basis ranging from Rupees 200 to Rupees 300 per month

(vi) Reimbursement of tuition fees to the professionals to the extent of Rupees 4000 P.A.

(vii) Training Centres for Teachers of Visually Handicapped: 22 teachers are being imparted training in one academic year with a view to provide qualified teachers to teach the blind under NIVH.

(viii) Residential Schools: 4 Residential Schools for visually disabled and another 4 residential schools for hearing disabled are being run.

(ix) Homes and Hostels: 42 Homes and Hostels for Orthopaedically Handicapped / Visually Handicapped / Hearing Handicapped / Aged Women are being run throughout the state.

(x) Separate Institution for Partially Deaf Children: A separate institution exclusively for the partially deaf children is being run for providing education upto Class VIII.

(xi) Scholarship to Mentally Retarded Children : An amount of Rupees 1000 is being sanctioned as scholarship to M.R children admitted into special school meant for them; and whose parents income does not exceed Rupees 12,000 P.A. This scheme is limited to children who are not admitted into such special school run by NGOs who are not in receipt of grant-in-aid from Government of India.

(xii) Re-imbursement of tuition fee to Pre-Matric & Post- Matric students: Under the Scheme, an amount of Rupees 25 p.m.is paid to the disabled students who are studying in the private school recognised by the Government and post matric students (IXth & above) are re-imbursed tuition fees @ Rupees 500 p.a., whose parents / guardian's annual income does not exceed Rupees 12,000 p.a.

(xiii) Scholarship to Research Scholars: An amount of Rupees 400 per month as stipend and Rupees 1,000 p.a. towards contingencies is being sanctioned to research scholars for pursuing M.Phil and Ph.D courses.

(xiv) Integrated scheme is being implemented by Education Department in the state in 46 identified schools for deaf and blind.
