Reservation of jobs and related issues

1. 3% in jobs in Government of India have been reserved in Group ‘C’ & Group ‘D’ posts for disables persons. One percent of this has been reserved for the blind.

3. Definition of blind for the purpose of reservation: The Blind are those who suffer from either of the following conditions:
   1. Total absence of sight;
   2. Visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lenses;
   3. Limitation of the field of vision subtending an angle of 20 degrees or worse.
       
4. Identification of Jobs: Separate list of jobs has been identified for the blind and partially blind persons

5. Posting for handicapped Persons: Posting for group ‘C’ and ‘D’ posts take place on regional basis and physically handicapped may be given posting as far as near to their native place subject to administrative constraints.

6. Relaxation of ban order on recruitment to vacancies: The ban on filling up of non-operational vacant posts will not be applicable in case of reserved vacancies to be filled up for physically handicapped persons

7. Carry forward of vacant posts under reserved category: If a reserved category of person is not available then the post may carry forward for a period of 3 subsequent year

8. Appointment of Visually Handicapped persons as canner in Gov. Deptt: Recanning of chairs in Government offices should be done by blind persons as far as possible and if require a suitable post must be created

9. For group ‘C’ & ‘D’ posts for the existing vacancies all the appointee should send their request to Employment Exchange/ Special Employment Exchange/ nearest Vocational Rehabilitation Centres for nominating suitable handicapped persons

10. Age Concession: Age concession of 10 years in favour of handicap persons to recruitment of posts through Staff Selection Commission and through Employment Exchange in Grade ‘C’ & ‘D’ posts

11. Relaxation in Typing Qualifications: Physically handicapped persons who are otherwise eligible for appointment to posts of Lower Division Clerk but cannot be do so for being unable to satisfy typing qualifications due to their disability may be exempted from the typing qualification for appointment

12. Consideration for confirmation in job for blind person: Ministry/ Department should ensure that confirmations are made without delay and at appropriate time

13. Reservation for posts filled by promotion: Handicapped persons may be promoted to Group ’C’ from Group ‘D’ and within Group ‘C’ against the identified post if they are capable of being held by the category of physically handicapped

14. Exemption from payment of Examination Fee: For Group ‘B’ and Group ‘C’ posts advertised by Union Public Service Commission & Staff Selection Commission will be exempted from the payment of application and examination fee

15. Liaison Officer: A liaison officer appointed to look after the reservation of SC/St would also be the liaison officer for reservation matters relating to physically handicapped
