Facilities and concessions in Delhi

1. Concerned officer

2. Reservation

(a) In Government job : In Grade `C' and `D' posts under the Government, reservation are provided in direct recruitment for physically disabled persons as indicated below :

(b) In Educational Institutions : 3% seats in I.T.I's are reserved for the physically disabled persons.

(c) Others :

(i) 5% reservation in allotment of DDA shops/kiosks
(ii) 1% reservation in DDA plots
(ii) 2% reservation in Municipal shops

3. Age relaxation

The upper age limit is relaxed by 10 years for disabled persons for applying in Government jobs.

4. Scholarship/Stipend

The State Government awards scholarship to the disabled students at the following rate:

(a) From Class I to VIII :
Class I to V - Rupees 50 per month
Class VI to VIII - Rupees 70 per month

(b) From Class IX onwards :

In addition to the Scholarship, the O.H. students are also eligible for maintenance of prosthetic/orthotic aids @ Rupees 25 p.m. and the transport allowance @ Rupees 50 per month, irrespective of class and course subject to conditions under clause 5 of the rules.

5. Disability pension/Social security pension

Disabled persons whose age is above 55 years, get disability pension @ Rupees 200 per month.

6. Unemployment Allowance

Disabled persons who are registered in employment exchange get Rupees 50 per month as unemployment allowance.

7. Conveyance Allowance

Disabled employees get Conveyance allowance @ 5% of their basic pay, maximum upto Rupees 100 per month.

8. Bus concession

Free for blind and 50% for escorts. Delhi Transport Corporation (DTC) has been issuing free travelling passes to physically disabled persons.

9. Assistance for Self-employment

Disabled persons get assistance for self-employment.

10. Economic Assistance

(a) Disabled persons get Rupees 1000 as one time economic assistance (b) Leprosy patient get Rupees 400 per month (c) T.B patients get Rupees 100 per month (d) Children of widow get Rupees 250 to Rupees 400 per month for education material etc.

11. Hostel Facility

Hostel facility for college going blind boys at Sewa Kutir is available. Free boarding, lodging, medical care, scholarship, training, library facilities, tape recorder etc. are available.

12. Exemption in professional tax/road tax

Owner of motorised vehicle get exemption from paying road tax.

13. Assistance for purchase of aids and appliances

The physically handicapped persons are given financial assistance for purchase of aids and appliances as are necessary to increase their mobility. The quantum of assistance is as given below:

14. Other facilities

Grant-in-aid to Universities for construction of hostel for disabled.
Grant-in-aid to Voluntary Organisations for residential homes. Rupees 150 per month per child for maintenance.
