Facilities and concessions in Pondicherry

2. Reservation in Government job

In Grade `C' and `D' posts under the Government, reservation are provided in direct recruitment for physically disabled persons as indicated below :

(The enforcement Cell of the Chief Secretariat, Government of Pondicherry., is entrusted with the responsibility of monitoring the implementation of the reservation for the Disabled Persons).

3. Age relaxation

The upper age limit is relaxed by 10 years for recruitment in Group 'C' & Group 'D' posts.

4. Scholarship

Scholarship is granted to all the disabled students from Class I to Post Graduation level, as detailed below:

Transportation Charges: Rupees 15 p.m. for Standard I to VIII and Rupees 50 for Standard IX to Post Graduation Level is paid for Orthopaedically Handicapped students only. The students should secure minimum 40% marks to become eligible for grant of scholarship.

5. Bus concession

Free bus passes are issued to all disabled persons having a minimum of 40% disability and income not exceeding Rupees 30,000 P.A. for travelling in State Government owned transport corporation buses as well as private buses plying within the union territory.

6. Assistance for self-employment

Under this Scheme, the disabled persons are granted loans through banks. The Department of Social Welfare releases subsidy as detailed below subject to a maximum of Rupees 6,000:

All the disabled persons with a minimum of 40% of disability and annual income not exceeding Rupees 9,000 and who is between the age group of 18 to 40 years are eligible for assistance under this Scheme.

7. Financial assistance to totally disabled persons

Under this Scheme, orthopaedically disabled persons having 75% and above disability, mentally retarded persons having I.Q. below 20 and spastics are paid a sum of Rupees 150 per month provided their annual income does not exceed Rupees 9000p.a.

8. Disability pension / Social scurity pension

The disabled persons in the age group of 40 years and above, having a minimum 60% of disability are eligible for a grant of Rupees 100 per month under old aged, widows and disabled pension scheme being implemented by the Department of Women and Child Development, Government of Pondicherry.

9. Incentive for marrying a disabled person

Incentive to the tune of Rupees 5,000 for the marriage between disabled and normal person is granted within three months from the date of such marriage, subject to the following eligibility criteria:

  • Age: The bride should complete 18 years of age and the bridegroom should have completed 21 years of age as on the date of marriage.
  • Income: Their income should not exceed Rupees 25,000 per annum.

10. Awards / Sports / Seminars

On the occasion of the celebration of `International Day for the Disabled' every year, State Awards consisting of a Certificate and a cash of Rupees 3,500 are distributed to the following categories of persons:

(i) Best Employee in each category viz. Visually Handicapped, Orthopaedically Handicapped and Hearing Handicapped.

(ii) Best Self Employed person in each category namely Visually Handicapped, Orthopaedically Handicapped and Hearing Handicapped.

(iii) A person who renders outstanding service for the cause of disabled.

(iv) An employer who have given employment to maximum number of physically handicapped persons in his Organisation also gets the State Award of Rupees 10,000 and a certificate.

11. Exemption from Sales Tax / Road Tax

Disabled persons are exempted from paying road tax and sales tax while purchasing two wheelers.

12. Assistance for purchase of aids and appliances

Prosthetic appliances such as callipers, tricycles, low vision aids etc. are supplied free of cost to the needy disabled provided their income should not exceed Rupees 1,500 per month

13. Other facilities:

  • Supply of sarees and dhoties once a year during local festivals.
  • Supply of musical instruments, sports articles to the recognised disabled welfare organisations.
  • Supply of Braille watches, walking sticks and cooling glasses to totally blind persons.
  • Reimbursement of repairing/maintenance charges of Rupees 200 to tricycle holders.
  • Disabled persons in the age group of 15-30 years with minimum educational qualification (Vth to Xth Standard) are eligible for undergoing vocational training in printing trades and motor armature winding for a period of one year with a monthly stipend of Rupees 580 per month.
  • Celebration of International Day for the Disabled Persons on 3rd December every year with free meals throughout the day. Various sports events take place on this day and prizes are distributed to the winners.
  • Identity cards are issued to all disabled persons on application.
  • Annual tour for disabled persons.
