Facilities and concessions in Rajasthan

2. Reservation

a) In Government job: For appointment to posts of subordinate, Ministerial and Cl.IV services:

b) In Housing Board : 1.5% of the houses constructed by Rajasthan Housing Board is reserved for disabled persons.

3. Age relaxation

The upper age limit is relaxed for 10 years for Blind and Deaf persons and by 5 years for Orthopaedically and Speech Defective persons.

4. Scholarship

Scholarship is given to those disabled students whose parents income is less than Rupees 1,500 per month The details of which is as follows:

Reader's allowance is provided to blind students only.

  • Income Criteria: The State Government awards scholarship to disabled students from Class I to Higher Education out of the State Government budget. The income criteria of parents/guardian for eligibility of this Scholarship has been raised to Rupees 40,000 P.A.

5. Disability pension

Disabled persons of 8 years of age and above and have disability get Rupees 100P.M., Couple get Rupees 150 per month

6. Unemployment allowance

Disabled graduate get Rupees 150 and post graduate get Rupees 250 as unemployment allowance for a period of 2 years or till they get employment, whichever is earlier. The applicant should have passed in Ist or IInd. division from a recognised institute.

7. Conveyance allowance

The disabled State Government employees are given 5% of their pay or Rupees 75 p.m. as conveyance allowance.

8. Bus concession

Free bus travel is provided to physically and mentally disabled persons in Rajasthan State Roadways Corporation.

9. Assistance for self-employment

Trained disabled person can get loan for self-employment upto Rupees 10,000 at 4% Interest

  • Subsidy on loan : The rate of subsidy in rural area is 33.3% subject to maximum of Rupees 3,000 while in urban area the rate is 50% with maximum of Rupees 5,000.

10. Grace mark in examinations

5% grace mark is given to the disabled in the qualifying exam in all competitive examination.

11. Awards / Sports / Seminars

On the lines of National Award instituted by Government of India a state level award scheme has been started from the year 1988-89.

12. Assistance for purchase of aids and appliances

Handicapped persons get financial assistance for purchase of aids and appliances. The cost of the aids and appliances must not be less than Rupees 25 and greater than Rupees 2,500. Full assistance is given to those whose income is Rupees 750 per month and 50% assistance is given to those whose monthly income is between Rupees 751 to Rupees 1500 per month

13. Other concessions / facilities

  • 5% of marks wherever minimum percentage of marks in any examination is prescribed.
  • Government accommodation: The blind and the deaf get priority in allotment of Government accommodation where ever possible.
  • Medical examination fee : No fee is payable for medical examination and for issue of certificate for the disabled persons.
  • Training Centre: District Rural Development Agency conducts training for vocational purposes. Pay/Stipend of Rupees 100 per month to local trainees and Rupees 125 P.M to outsiders are given.
  • Reimbursement of Rail/bus fare - To and fro rail fare or actual fare is admissible to the disabled for appearing in any examination/interview for training & employment purpose.
  • For temporary appointment, the condition or desirability of training/test, experience wherever prescribed does not apply to P.H person. However, the P.H person may be required to receive such training within 2 years of appointment.
  • Supply of text books and other educational material: The Social Welfare Department is supplying text books free of cost to students who are Visually Handicapped, Hearing Impaired and Mentally Handicapped.
