Facilities and concessions in Uttar Pradesh

1. Concerned Person

2. Reservation

(i) In Govt. job - 3% reservation in all the categories of State Services has been made e.g. 1% for visually handicapped, 1% for physically handicapped and 1% for deaf & dumb.

(ii) In Educational Institutions - There is no uniform policy for all the institutions/colleges. However, the facilities have been provided to disabled by certain Universities, which are as follows:

(a) All types of fee relaxation - Agra, Kanpur, Meerut Univ.
(b) Relaxation in merit at the time of admission - Allahabad Univ.
(c) Reservation in admission - 5% Ruhelkhand Univ.
2% Kumaon Univ.
1% Roorki Univ.
(d) Preference in admission - Agra Univ.to disabled soldiers
(e) Writers facility in Exam. - Lucknow, Kanpur, Agra Univ.
(f) Half hours extra time in examination - Kanpur Univ.

3. Age relaxation for job

10 years relaxation in the prescribed upper age limit is available in State Govt. Services of group `C' & `D' and 5 years relaxation in the prescribed upper age limit is available in group `A' & `B' services.

4. Scholarships

Disabled students get scholarship at the following rate:
a) Class I to V - Rs.15/-p.m.
b) Class VI to VIII - Rs.20/-p.m.
c) Class IX to XII - Rs.85/-p.m.
d) Graduation - Rs.125/-p.m.
e) Post Graduation - Rs.170/-p.m.
f) Degree/PG in - Rs.170/-p.m.
Professional courses

5. Maintenance allowance / Grant-in-aid for disabled persons

The handicapped persons whose income is not more than Rs.225/- p.m. are given maintenance allowance at the rate of Rs.100/- P.M.

6. Disability pension / Social Security pension

Old age persons living below poverty line get Rs.125/-p.m. as disability pension.

7. Conveyance allowance

The State Govt. employees who are handicapped, are given conveyance allowance at the following rates:

Pay level
Monthly allowance
Upto Rupees 999
Rupees 30 (P.M)
1,000 to 1,999
Rupees 50 (P.M)
2,000 and above
Rupees 60 (P.M)

8. Bus concession

There is a proposal to provide free travelling to handicapped person in UPSRTC buses upto a distance of 1000 kms in one calendar year. Govt. of UP have already allocated Rs.9.19 lacs for this purpose in this current financial year.

9. Construction of shops for handicapped persons

There is a proposal to provide Rs.20,000/- to all categories of handicapped persons for construction of shops. This amount includes Rs.5,000/- as grant-in-aid and Rs.15,000/- as loan without interest. Govt. of UP have allocated Rs.50 lacs for this purpose in the present financial year.

10. Assistance for marrying a disabled

Rs.11,000/-is given to those normal person who marry to a disabled.

11. Concession / Grace time / Writer / Syllabus in the examination

Only Visually handicapped students are given grace time, writer and relaxation in syllabus of Mathematics, Science and Geography Map.

12. State award

There is a scheme for State level award to efficient handicapped employees, self employed handicapped, and placement officers of handicapped persons.

13. Assistance for purchase of aids and appliances

Actual costs of the aids/appliances or Rs.1000/- whichever is less, is given as grant-in-aid to handicapped persons.

14. Other concessions / facilities

(i) Reimbursement of medical treatment: For special diseases medical reimbursement is admissible to State Government employees.

(ii) Exemption in typing test : Physically handicapped persons get exemption in proficiency in typing test at the time of appointment to clerical posts.

(iii) Institutional services are provided to different categories of handicapped persons in the following way:

  • School for visually handicapped students : 4 nos. - (3 for boys and 1 for girls)
  • School for physically handicapped students - 2 nos.
  • School for deaf and dumb students - 4 nos.
  • School for mentally retarded children - 2 nos. (1 for boys and 1 for girls)
  • Training Centre-Cum-Sheltered workshop for visually handicapped - 3 nos.
  • Training Centre-Cum-Sheltered workshop for physically handicapped - 6 nos.
  • Training Centre-Cum-Sheltered workshop for deaf & dumb - 1 no.
  • Old and infirm home : 2 nos. (Maintenance allowance @ 312/- per inmate is provided in
  • Schools and @ 240 per inmate is provided in Workshops).

iv) Principal/Superintendents and Teachers teaching in schools for handicapped persons are given special allowance at the following rates :
Principal/Superintendents : @ Rs.45/- pm
Teachers : @ Rs.35/- pm

v) Eight special Employment Exchange for handicapped persons have been opened in the state.

vi) Orders have been issued for earmarking one primary school for disabled in every district of the state.

vii) Orders have been issued to conduct Vikalang Vandhu meeting monthly under the Chairmanship of District Magistrate, every month.
